State testing in California, under the California Assessment of Student Performance and Progress (CAASPP) system, serves multiple purposes, primarily to gauge student learning, inform instruction, and assess school and district performance. The English Language Proficiency Assessments for California (ELPAC) Identifying students who need help learning English is important so they can get the support they need to do well in English language arts/literacy, mathematics, science, and other subject areas in school.
